Meet Our Judging Panel

Cllr Sean C Reed

Vice Chairman, St Cuthbert Without Parish Council

Sean is an independent Chartered Surveyor and former head of Property for Cumbria County Council, with experience and expertise in planning and development. Sean lives at the Carleton side of the Parish in Parkland Village, where he is Chair of Governors at Pennine Way Primary School and has a keen interest in growing native deciduous trees from seed and the proposed St Cuthbert’s Garden Village.

Kevin Walsh

Chairman, Carlisle Dementia Action Alliance

Retiring in 2013 after 42 years in Cumbria Highways, Kevin is an active Rotarian with several voluntary roles in the community. He chairs the Carlisle Dementia Action Alliance and champions the needs of those living with disabilities. He is also involved in developing the “Incredible Edible” concept in the area.

Sophie Tucker

Sustainable Drainage Lead, United Utilities

Sophie leads on Sustainable Drainage within United Utilities, and recently led the Water UK project, to develop the Water Industry SuDS training following the introduction of the Ofwat Adoption Code Sewerage Sector Guidance. Sophie sits on a National, CIWEM-convened SuDS policy and leadership group; a pan-sector collaboration of professional bodies, local planning authorities, lead local flood authorities, water companies, housing developers, regulators and academics who have a strong interest and experience in sustainable drainage (SuDS) and water reuse.

Niamh Keddy

Sustainable Development Lead Advisor, Natural England
 
Niamh works at Natural England, and is a member of the judging panel in a personal capacity. She looks forward to seeing the entries for the St Cuthbert’s Garden Village Ideas Competition.

Graeme Innes

Lead Officer – Development Management, Cumbria County Council
 
Graeme has 14 years of planning policy and development management experience, is a Lead Officer in Cumbria County Council’s Development Management Team and since June 2020 he has been undertaking an internal secondment specifically to lead on the County Council’s input to the St Cuthbert’s Garden Village proposal as well as providing planning support to the Carlisle Southern Link Road Scheme.

Martin King

Managing Director, Urban Green
 
Martin is the MD of Urban Green and draws upon 25+ years’ experience as a Chartered Landscape Architect. He was on the SGCV design review panel in 2019/20. A guest tutor at the MSA, Martin has judged their landscape exhibition for the last 3 years. He is the LINW’s treasurer.

Cllr Paul Nedved

Portfolio Holder, Economy, Enterprise and Housing, Carlisle City Council
 
Cllr Paul Nedved is a City Councillor for Stanwix and Houghton. He is also the Portfolio Holder for Economy, Enterprise and Housing and Chairs the SCGV Members’ Advisory Group. Cllr Nedved served as Scrutiny Chair for five years and is a retail consultant having worked in management for a number of major retail groups including M&S and J Sainsbury PLC.

Jane Meek

Corporate Director of Economic Development, Carlisle City Council

Jane Meek leads on Carlisle’s ambitious economic and housing growth agenda. As Carlisle’s Corporate Director for Economic Development, she is focused on delivering jobs and growth in Carlisle through the development and implementation of the new Local Plan and led the successful application for Garden Village status for Carlisle South.
